]]>The size and intensity of the Israeli army's operations since 2000 as well as the unprecedented scale of settlement construction brought about a qualitative change in the relationship between Palestinians and Israelis, altering it, Klein argues, from a border conflict to an ethnic struggle, pure and simple. Jewish Israel has now established its ethno-security regime over the whole area, from Jordan to the Mediterranean, a process that was accelerated and facilitated by election results in Israel, the United States and the Palestinian Authority. Arguing against the prevailing wisdom, which describes Israel's control system as merely one of 'occupation', in The Shift Klein contends that it is based now on twin ethnic and security pillars and seeks to include Israeli citizens of Palestinian origin. The core of his book examines the current ruling structure of the shrinking Jewish majority over the almost majority Palestinians and its different levels: Israeli Palestinian citizens, the residents of Jerusalem, the two West Bank groups divided by the Separation Barrier and those living under siege in the Gaza Strip. The Shift is based on primary sources and data that usually are published separately. Klein weaves them into his ground-breaking book, offering the reader a comprehensive portrayal of the on-the-ground realities and providing a new framework for understanding the status of the durable Israeli-Palestinian conflict, its history, and its likely future course.

]]>The main question that is discussed in this paper is the way in which the Ministry of Education in Israel dealt with the changes in the political reality, and the shift from violent relations towards the possibility of peace agreements between Israel and its neighbours and the Palestinians. Drawing on the analysis of official documents – Director General Directives (DGDs) – this paper asks how the possibility for peace was understood by the Ministry of Education and how the role of the education system and educators was defined. It also asks to what extent changes in the political reality have altered the dominant discourses (militarism and peace-loving society) while making room for a more positive form of peace education. The analysis reveals that the changes in political reality have led to the articulation of two unique responses, alongside the dominant discourses. They are peace as a surprise and peace as a disturbance. This paper focuses on these two responses and the ways in which they correspond to the militaristic culture and the image of Israel as a peace-loving society, and how they might shape peace education.

]]>This edited volume explores the theoretical and practical implications of war and terror situations for citizenship in democratic states.
Citizenship is a key concept in Western political thought for defining the individual’s relations with society. The specific nature of these rights, duties and contributions, as well the relations between them, are determined by the citizenship discourses that prevail in each society.
In wartime, including low-intensity wars, democratic societies face different challenges than the ones facing them during peacetime, in areas such as human rights, the status of minorities, the state’s obligations to its citizens, and the meaning of social solidarity. War situations can affect not only the scope of citizenship as an institution, but also the relations between the prevailing discourses of citizenship and between different groups of citizens. Since 9/11 and the declaration of the 'war on terror', many democracies have been grappling with issues rising out of the interface between citizenship and war. This volume examines the effects of war on various aspects of citizenship practice, including: immigration and naturalization, the welfare state, individual liberties, gender relations, multiculturalism, social solidarity, and state – civil society relations.
This book will be of great interest to students of military studies, political science, IR and security studies in general.

The Department of Political Science at Hebrew University in Jerusalem is conducting a search for a new faculty member, at entry or more senior levels. The department is willing to accept applicants in all fields of political science, with the exception of international relations. Suitable candidates must have a proven record of excellence in research and have been awarded (or be near completion of) a PhD in political science. Successful candidates will be expected to teach courses in Hebrew within a few years of their arrival.
The deadline for applications is October 1, 2010. Candidates who are accepted by the department will compete with candidates from other departments in the Faculty of Social Sciences for available positions. Applications should include the following items:
